got a robin eh29c with the belt off. is there a "gear" that goes on the engine shaft? and then connects to the rear end pulley?

Hello, it is not a gear, it is a drive belt.

dont know the year, but it seems there should be a gear or pulley in between the clutch and the engine on the shaft, there isnt anything there now. just a bare shaft. help!
