82 g-1 wont turn over

I have an 82 G 1 gas cart. I have one bad solenoid (it won't go in reverse)been that way for years. The kids are my manual reverse. My cart has sat idle for 6 weeks and now it won't move. Battery is 12.8 volts. I hear the relay click but nothing else. I have checked all the wires and nothing seems loose. Is there a way to check the solenoid or the starter? both or other ideas. Thanks

Charge up the battery, it sounds like it is too low.

One 12 volt battery at 12.8 volts. should be planty ?
