Yahama G2 won't start

My 86, G2 Yamaha golf cart won't do a thing when stepping on the pedal. I've owned the cart for several years and it's always been a "slow starter", taking several seconds before it will take off. I've checked the fuses and both are good. I tested the relay solenoid and starter motor and both are ok. I'm starting to believe it may be the Ignitor Unit. Is there a way to test them? I've checked all plug in connections along with untaping wiring looms to try and find the problem. I have no power going to the foot pedal. Any help would be greatly appreciated. Thanks
