Yamaha Gas Cart Speeds

I have 2 yamaha gas carts - an 2008 and a 2014 - measured with 2 tachometers the 08 will cruise at 24MPH @3000RPM's the 14 will run at 30MPH at 3000RPM's - I've heard 3 different stories - 1. yamaha let some carts out of the factory with the wrong - I dont know? 2. that it has high speed gears - which is only supposed to take it from 19mph to 24mph? 3. that theres another governor on the input shaft thats makes the cart go that fast until it breaks??? Thoughts?
