Carb and belt

Okay I have a 1983 Yamaha gen 1 golfcart. It rubs great. I cleaned the carb 1 time before not yo long ago. Since then it runs great but any time I stop on a hill. I will have to turn around and go down the hill to get going. It won't go up the hill. Even with choke. It just won't go it goes perfectly fine until I stop. Then I have problems getting it going again I think it's the secondary belt. I replaced the bigger one but the smaller one is worn and has no teeth on it. So I think it's so old it is not getting a tight grip? Any help please!!!!
