G16 hard start

Gas cart. Always cranks and starts first try when cold. Second and subsequent starts might:
1) crank normally and start
2) crank slowly and start
3) not crank, but there is a low whirring sound

If the starter whirs, I depress peddle 2 - 6 times and it eventually starts. Seems to be getting worse. Battery is fully charged.

Should I simply replace starter, or are more diagnostics needed?

I would start with clean battery cables, battery and starter terminals, and check battery.

Replace the battery first, brand new. Then go further

Thanks to everyone. The problem was the ground cable. Works great now and starts every time. You guys saved me as I was ready to buy a new starter.
