2003 G22 Electric clicks

If I jack up the cart, step on accelerator the cart clicks ,i hear a whine, but won't move. But if I turn the back wheels while accelerator is pressed it will run. Don't feel resistance no beeping while pushing in run, but do hear a high pitched whine, and solenoid clicks.
Anyone have some ideas?
replaced solenoid with factory HD solenoid, batteries fully charged.

Would the speed sensor on the side of the motor cause it to not run until rear tires are rotated a bit?
How do I find a test for the speed sensor?
Motor sounds fine when it runs.

could be brushes worn out, if the brushes look okay you can mark and remove the speed sensor to inspect the magnet

I have determined it to be the motor.
swapped speed sensor with working one, no difference in cart.
