Not sure this will help, found it on another sight.
You need several things for your charger to work..#1-ac power (make shure your receptical has power), #2- your battery set must have at least 44 volts or when you plug your charger into the "it doesn't even sence it's plugged to any thing". Ok, you have ac power and at least 44 volts (preferable more)... Take the cover off the charger , with ac power plugged in (be carefull) check you have AC power comeing in from the cord into the charger (should be to the circuit breaker and one transfomer wire, no voltage, bad AC cord. Now (with ac power unplugged) Test the 15 amp circuit breaker (with a volt meter) for continuity, if not good..change it. Now on the DC side..Check the DC cord connections for continuity (from the cord end into the charger "both positive and negative" and check to see if the 2 posts have continuity between them.), if any DC cord problem. There is a DC fuse (just depends on your year of charger) Early models had a "clear plastic cover" showing the DC fuse at the bottom front of the charger, once again check for continuity on all 3 post, no good replace DC fuse/ later models had a flat spade fuse at the back of the charger, same test.
