Yamaha G22e no go

Hi i am struggling with one of our 2002 48v G22e's, It has knew trojan batteries and the wiring has been cleaned, I turn the key and press pedal to go and i get a click and a whine from somewhere but no movement in any direction, The reverse beeper works the tow switch works i have lights and indicators but no movement......Unfortunatly we have poor technical backup in the uk so could someone please help.......Thanks...

I'm going out on a limb here, I'm guessing motor, controller or forward/reverse switch and solenoid. Do you have a meter
