cart is really slow

1998 Yamaha electric cart is very slow. It only maxes out at about 4 MPH. I just replaced te batteries and wires. I also tested the motor and it runs fine. Even after fully charging it, it still runs very slow. Is there a charging problem? Maybe it is wired wrong? Help pleas!!

It is either the motor or controller. Also, are you sure that you tested the motor correctly?
