Starting problems

I have taken a cart that was abused by young adults and:
Rewired, rebuilt starter/Generator, New fuel lines, New Directional control, and non after a full charge on battery it starts right up drives like it should and can and if you stop moving then sits there dead and will not start back up. All cells in battery are good. What could it be? Or how do I troubleshoot. Thanks

One more thing I forgot to ask, please clarify, when the cart stops working does it do anything? Is the engine turning over but not starting? Or is it completely silent with no noises or clicks?

It acts as if the the battery is dead. The motor turns slowly for a second or two then nothing- All while the headlight is bright.
