tillotson carb flooding

having trouble, tillotson carb is flooding and I cant figure it out. installed new rebuild kit ,had it apart 20 times, I cant find anything wrong. I'm to the point that I'm thinking about spending the $169.00 for a new one but I really hate when I cant fix something! Appreciate any thoughts on the subject, thanks.

Another years old unanswered post. $169 for a Tillotson carb? Or a whole new engine. If the float has a hole or cracked it won't float the fuel won't stop.
