1974 harley gas golf cart

I have completely rebuilt my engine , bored out .010 with a total of .004 clearance on piston, rebuilt carburetor, new points, condenser, crank seals, gaskets, reeds and I can only get 60 psi in reverse and forward, it backfires when I use the choke. can some one please help me. I have had this for 2 yrs starting to get frustrated

If it were mine I would double check the timing marks.

60 PSI is way low . what was the end gap on your piston rings upon install ? If gap was correct , you can squirt some engine oil in plug hole and recheck pressure, if it goes up either gap is to wide ,gaps are aligned (doubtful) , or rings never seated to cylinder wall ¿
