Newbie needs help with starter

Let me start off by saying this, I am new and would appreciate as much help as possible.

Here is what I am running into:

I have a mid 80's Columbia Par Car (gas) and the starter will engage in reverse but not in forward.

I have checked voltage to the solenoid with the key in the forward position and have 12v in 12v out. I have voltage to the starter but get nothing. No rotation at all.

Is this the starter needed replaced or is there something else that may be causing the problem.

try turning the switch backwards? back for reverse = forward for forward ?
