Lifted Cart

I have a lifted limo cart with 25x10x14 tires/wheels and Kawasaki motor. Larger tires leave me with low torque. Loaded with 6 people, the cart really struggles on a simple incline. Any suggestions on the best way to increase torque?

Low range gears in the rear end but that will hurt the top speed. Or smaller tires. There is not much you can do without insane modifications that will get you speed and torque you are losing at least 4mph on the top end
