Not wanting to run

I’ve got a 295 robin engine in a 2000 ez-go. My problem is the engine tries to start but not enough rpm to make the engine start. It’s like the battery is low. Checked the battery an 12 volt. Put a load on the battery with the tester an shows the battery is good. Replaced the plugs an gapped them at 28. Replaced the carburetor and fuel pump. Check to see if the coil is firing an it is. Don’t know what it could be. Took the drive belt off an sometimes it will start up but it’s slow about wanting to start. Replaced the parts thinking it would fix my problem. Also it’s been backfiring some when Luke coasting downhill not giving it any fuel. Any suggestions on this 295 robin. Thanks.

Sounds like time to reset valves to .006 When engine is cold. do you know how to do this?

Try removing exhaust and start ifnit does the muffler is clogged
