Fwd/Rev issue

Hi all. I just received an older EZGO GOLF CART. My issue is changing from forward to reverse and Vice versa. I have to turn the key off in order to change direction from either.
what's my issue and where should I start?

Change fluid in and inspect the transaxle it's 4 stroke yes?
