2013 EZGO L6 Gas Engine Intermittent Winding Noise

Hi, I'm new to the forum as far as signing up, but have been reading it for a few years now. I have an 2013 EZGO L6 that makes a very loud whining noise but only at medium speeds. When I first take off and going slow, its quiet, but then all of the sudden the noise comes out and won't go away until I am at nearly full speed. I put it on jack stands and took the belt off to see if it was coming from the rear end, but it still made the noise and sounds like it is coming from the white plastic fan wheel that is on the opposite side of the engine from the clutch/belts.
