2009 EZGO ST2+2 Sport Surges on Depressing Gas pedal

Cart seems like it wants to jump and surge when pedal is initially depressed. I press pedal and then have to let off. Seems like it wants to jump straight up on full speed. Gas model Kawasaki engine.

Could the accelerator pedal spring be week? Or perhaps an adjustment to be made
