belt question

i just installed a new driven clutch and drive belt on my 1985 e-z go golf cart everything seems to work fine except. the drive belt seems a little tight and when the cart is off and you try to push it it wont push, but if watch the clutches the belt will acctully turn the motor over if you try to push the whole cart. there is no free wheel postion. is this normal and if not what is my problem. before the clutch exploded and destroyed the belt the cart would move around very easy without turning the motor over. could this because the belt needs to strech out alittle

In my experience the belts do not stretch.I would double check you have the correct belt.The belt should not be that tight.I would replace it with a little longer one as you will get better performance.
