what is this part

I have a 2001 EZ-GO gas power workhorse ST-350
It does not run.and found this part that is mounted by the fuel pump..here is a picture of it...it looks to burnt ...so can anyone tell me what part it is and does it have anything to do with making it run.
I also need a wiring diagram for the same cart where can i get one

It looks like the remains of a battery cut off switch, possibly to prevent theft. Does is go to the ignition switch?
