No spark on 92+ E-Z-GO w/ 2-cylinder Robin

I've overhauled my golf cart, and when I put the engine back in, I'm now getting no spark. All I've done is replaced seals and piston rings. I've checked the pulsar coil at 20 ohms, and the ignitor coil is seeing 21 VAC when the pedal is pressed. The only sign of a spark is when I let off the pedal, the plug gives off one spark. Any ideas or anything else I can check? I would think its the ignitor coil, but I would like a more expert opinion.

Cut out the plug from the pulser coil and hardwire it togethor. Theses plugs are bad sometimes and make no connection.
