Ez Go Gas Jumps Before Moving

I Have A 2004 Ez Go Gas Cart. When Pressing The Gas, It Hesitates, Then Jumps Before Runing Smooth. I Have Changed The Belt. What Else Could Be The Problem. Could It Be Clutches?

most likely the drive clutch, check the 3 contact points on the driven (back) clutch also. at a stand still the front clutch should be open and the back should be closed . take the seat off, put in neutral & run the engine and watch the operation of the clutches. front should close and back should open.
