gettin way to much fuel

I believe I may have a carb problem. I put in a new set of plugs ran the engine for one miniute pulled em and they were totally black with soot. Now I'm wonderin should I get a pulse coil and a carb ?

check the last few threads i've posted and you can see all the things i've done to it. and the timing marks are just as the pic shows. tryed it both ways and it dont spitt gas out the carb or backfire nearly as much as bein 180 out.
