Ezgo Workhorse Trouble Running

I have a 2001 Workhorse with engine number EH29CP650115404 and Serial # 9146515. It will only run with the choke closed. So we tried cleaning out the carburetor and that did not help. So I bought a new carburetor, but at the time I did not know whether I had a 295cc or the 350cc engine so I bought the 350cc carburetor. It looks identical to the old one that I have. After putting it in, the engine runs better, but still will not run unless the choke is totally closed. Looking at the engine number, does that mean that I have the 295cc engine? And even though it seems to fit, could that be my problem? Do I need the other carburetor? What is the difference between the two?

Also, plugs, compression and timing are all checked and good.
