is the controller that comes with a solar panel different from one that might be used for more speed/torque? will most controllers work with solar panels?

Bradley, a solar charge controller is for charging batteries. A golf cart controller is for dimming the amount of power delivered to the motor, hence speed & torque.
Both different things and if you want to upgrade your cart for more speed and torque you need a GOLF CART controller.
If you want to put a solar panel then the panel has to go with a CHARGE CONTROLLER.
