No turn signals no brake lights

I have a 2019 EZGO RXV lithium cart.
turn signals and brake lights stopped working.
Headlights and taillights work no problems!
Local mechanic said ALL LIGHTS and modulator need replaced +$400!?
Find it hard to believe but willing to try it!
Any experience?

If its a stock light setup it might be salvageable, maybe the shop wants to redo rather than repair. Here is the map for the light wiring harness, you can run some tests using a DVM on the brake light circuit using the attached guide.
