2018 EZGO 48V - 9mph in forward and reverse

I just bought a 2018 EZGO TXT 48V. Golf cart goes 9mph in forward and reverse. 2022 8v batteries. Each battery is reading 8.55 volts fully charged. Combined reading is 51.3.

what could be causing it to go only 9mph in forward and 9mph in reverse (which I’m assuming is too fast).

Please help!

I just bought a 48V EZ Go and it only goes about ten MPH, read some were that a dealer can reprogram the controller t get up to 18MPH
