Limit top speed

2018 TXT48, purchased for my special needs daughter. How can I limit the top speed without limiting the torque. My property is not level.

It's an electric motor the torque is always there. I know they have a chip to increase the speed I can't find anything to lower it. Maybe a small block of wood behind the throttle to limit how much it cam be pressed but make it so you can pop it out use the cart yourself
