CIRCUIT BOARDS FOR POWERWISE QE CHARGER

The 48V Powerwise QE charger for my 2009 RXV has failed and, so far, no luck finding a replacement for either of the circuit boards in this charger. Cards are Delta-q Technologies boards, P/N's 470-0010 and 470-0011.
Anyone know of a source for replacements for these boards?

A side question: Trying to test golf cart 48v battery charger. With charger plugged into AC power supply, should there be a 48+V reading at the charger’s cart plug (charger output), ie not connected to cart? OR, must the charger be plugged into the cart and sense a voltage from the cart before it will supply a voltage & charge the cart?
