no forward or reverse

i have a ezgo 1996 electric. i turn the key and push the pedal and it clicks but no forward or reverse
any ideas ?
all cable are tight, battery 37 volts good, solenoid clicks, tested hot side with key on 37volts. press pedal and check other side 37 volts

solenoid 37$ installed my self 20 minutes .....runs great

i have a 36 v 98 txt ezgo wont go F or R push pedal here clicking new solenoid.what else should I check ?please help.
