2016 Precedent cant go full 18, battery goes dead. After a round when plugged in charger turns on for a couple minutes, then goes off a few later it clicks on again Is this a normal way the charger acts? The batteries are only 2 years old, so would be surprised if they failed.

Even though the batteries are only two years old, they can sometimes fail prematurely or have diminished capacity, which wouldn't be evident without a load test. A load test on each battery will give you a clearer picture of each battery's health and whether any of them are underperforming.
It's worth checking if the brakes are dragging. This can put extra strain on the batteries, leading to faster depletion. Regarding your charger, the behavior you described is quite interesting.
