2015 Precedent 12 volt power lead

Inside the dash I do find two wires that give me a 14 volt reading on my meter . They appear to be backwards as the red one has to be on the negative side and the black one has to be on the positive side of my meter. My question is, can I use these two wires to power a USB charger port. Or is the only way to get a 12 volt USB plug in to work is to buy a step down transformer.? ( I may have the colors of the wires wrong, I did this last night and don't remember the exact wire colors. )
