Club Car electric continues with nagging problem

My Club Car continues to move with the key off. I thought the problem may be the f/r switch, since I can see it arcing with moved. Anyone else with this problem?

Have you changed out the f/r switch. Arcing is not a good thing with electric cars. lets see what happens after that
