89 club car, very slow reverse

~~I just bought a 1989 club car, the batteries seem fine and hold charge and after 18 holes it still shows 1/2 charge. My issue is that it has very little power in reverse. Very slow and struggles to back up my driveway. In forward it runs a constant 10mph even at 1/2 charge, it does have trouble with larger hills though, it slowly crawls up. This is my first cart and am looking for any opinions on things to check. Or is this normal for a cart like this?

Many carts have a resistor wired in that when in reverse it only goes half speed or less.

I think you can move the reverse wire from the battery it is on now ( probably 18 volts) to another battery, to get more voltage ( power) in reverse.
