Bad obc?

03 club car won't charge, but runs fine. I jumped gray wire and fuse on replicable to last battery negative on the pack and the charger works.

Is this a bad obc?

Most likely Yes!

You have tested the wire from the OBC through the receptacle and to the charger and from what you said the fuse also.

So about the only other other possible problem could be is the OBC getting power and a good ground.
