What's this on my 92? Help?

I have this orange wire coming out the charger housing. It goes to this small round black piece that is mounted under the seat. coming out of the piece is a small black wire that is hooked up to nothing. What is this about? Any help would be great. thanks

The orange wire coming from the charger receptacle actually goes to the reverse buzzer, see attached wiring diagram. With the black wire disconnected it is likely disabled. If you have any specific questions about it feel free to ask!
