09 Club Car Precedent - How to speed it up?

Hello, I just purchased a 09 Club car precedent. It clocks at about 16mph. I have 22 inch wheels and 6 inch lift. I would like to speed it up but have two different people telling me two different options. What is the best way to go?

Option 1. Speed code (chip) should get me to 19mph. High speed motor gets me to 26mph. Cost of 600.00

Option 2. Speed code (chip) gets me to 19mph, add high speed gear set. Gets me to 28 mph. Cost of 750.00

Any suggestions on which way is the best way to go?

I don't like either option
the high speed motor does not need to speed chip, and the stock controller is not going to work well with high speed gears. What do you want from your cart.
also your prices are way high motors are around 300 and gears are about the same
where did you get your information

also just a speed chip setup is 80 to 150 dollars and with larger tires it will do over 20. your 16 now is speed code 3 (14.6) with larger tires
