Need help with my brakes

I have a 01 club car 36v system I think my brakes are sticking. On even surface the cart does not more freely. How would I check to make sure and fix this proplem? Thanks

Jack the rear of the cart and put it on jackstands. Turn the rear wheels by hand one at a time and see if one drags on the brake shoes.

You might also have a cable, or both, that has siezed and is not allowing the brakes to fully release.

like tim said, the cables are probably seized if its not used very often.
