Can I speed up an '07 Precedent

I have a '07 electric CC Precedent. I have heard that they can be programmed to run faster.

How can it be done (options?) and will it damage anything?

Yes it can. As far as I know, you will have to have a dealer program it and I beleive it run's around $100.

re-programming is the best option as it allows you to keep regen braking. another solution is to build/buy a dongle that tricks the controller into letting you go faster than the programmed governed speed. more details here: link
