Cart driving question

Is it OK to run the cart at quarter and half throttle or will this damage something in the long run?

It won't hurt anything. It may heat the controller a little but all should be OK.
The controller has a built in thermal shutdown so if you push it too hard, too slow for too long it would give you a signal and go into thermal shutdown or a creep mode until it cools down. If your cart is stock, you have few worries of this happening.
