golf cart dose not backup

on my club car electric golf cart I have a rubbing sound on the right rear wheel. It is only rubbing about half the way each time the wheel turns.

36 volt club car battery indcator light is not working.

The battery charged level indcator on the dash of 1986 club car dose not show that the batteries have any charge. I have us a multi-meter and it shows batteries have a good charge.

my cart backs up real slow, any idea why it would go only really slow in reverse?
