We have a club car that has been having intermittent starting issues….have put fresh gas in, has new spark plug, new fuel filters and we have cleaned carburetor (it did not look dirty)….battery has been charged too….sometimes it fires up and runs well and others it will not start, it will make puff sound from air/choke as well. Any suggestions? Thinking it is around a 2000-2005

You could try disconnecting the brown ground wire from the rpm limiter to disable it, then carefully drive it to see if the problem persists. It’s common for a faulty rpm limiter to show those symptoms, such as running well only sometimes.
