2004 Gas Club Car. Starter went out and towed cart back to camper. RH rear wheel locked up before we got back. Was fine until being towed.

If brake related, it could be a worn out star adjusting wheel, try resetting it all the way back again, if problem returns, wrap a zip tie around it to prevent it from auto self adjusting
