Club Car front end

Hi all, I'm new to the forum and have an issue with my cart. I have a 2010 club car. Today started down the driveway and something seemed off. What I noticed is that when I go forward the front tires go outward. when I back up they straighten out and seem fine. When I jack up the front end the only thing that seems to move is the shocks. Would bad shocks make that happen?
