1996 OBC problem

I am new to this forum. I have 96 club car and I would like to know if I can charge the batteries without the OBC controlling the charger? I believe the OBC is bad as the batteries will not fully charge.

The charger is good.

Purchase a standalone charger for about the same price as an OBC
