Moves forward when I put into gear

I need some help. I have a 1986 Electric Club Cart. And when I put it in forward or reverse it just starts to move like I an stepping on accelerator. I feel it is dangerous because if you don't know and put it into gear it moves forward. Even if I hit the breaks you can feel it moving. When I do step on the pedal it does go a little faster but for the most part it is full forward or reverse depending on what position I am in. Does anyone have any ideas how to fix this.

This is most likely a multi solenoid cart and one or more is stuck on

I replaced the main and it still does it. Do you recommend just changing each one, one at a time until it stops or do I clean them somehow? Thanks
